They didn't give you clear positive signals about this potential tenant so I'd take the results back to the applicant, show them the answers, and let them know you can't in good faith move forward with their application process due to an incomplete reference.

Provide as much information as possible.2) In your ad, make it very clear what your criteria are, in an effort to STOP unqualified tenants from even applying. 48 unqualified applicants is WAY WORSE than zero applicants, because your time is wasted.
