Unfortunately the town fathers have not been able to transition the city from a blue collar economy to much tech at all.

I think Downtown Detroit is not considered cool, there is some security/criminality issues, but I heard rumours that artists/tech/financial employees are moving in. 

This was in light of a discussion I had regarding a "high tech" keypad lock and cameras a tenant wanted installed in a rougher neighborhood. 

If its a streamlined FHA 203k then you have little to worry about and it should work out with a professional contractor who is well documented, insured and tech savvy.

This could be a scam, but it could also be that your seller is not tech savvy, and needs educated on how the closing process works.

Squabbling over that tiny itty bitty 6% pie, and getting 1/4 of it (half of half of one commission), isn't going to be nearly as big of a win as getting 3% or 4% of that big giant 94% pie.Now, let's suppose you weren't a FTHB.
