I wouldn't concern myself with who pays what as long as the rent is received in full each month.

There is a 11 unit Multi in Texas that is running over 10 cap now but if you section 8 it the rent would pay 9,240$ a month...

Plan is to rent the house for few years and then later on either add more homes to the property or split the land up into smaller lots.
