This might be asking a lot, but if you wouldn't mind sharing the criteria you follow when deciding to hold or sell, I would love to see how you work this out.

They is to follow up and stay on them because more money is lost in the lack of the follow up.

I do not like this program because... we still have the administrative task of following up to make sure the tenant does in fact put utilities in their name and sometimes the forget!

My plan is to get a list send letters each month, call the PR, follow up and make offers! 

Haven't followed the area much the last several years.

Just a bunch of BS as you know.. they are there to do what we all do and that is snag a good deal.. nothing more nothing less.now in our states on the west coast this is illegal.. and or I should say very strict rules to follow and violation of these is serious.. ergo we no longer do it.. as its not profitable.. just have to let them cycle through the system.
