Wet basements from damaged plumbing might be dry once plumbing is corrected; but wet basements due to other factors tend to get wet again unless the source of the water infiltration is addressed.

That said, if the purchase price were closer to $150k and rents were around $1,100, I might be interested in that when considering other factors (proximity to me, market conditions, etc)  and knowing rents tend to increase over time.
