You can't split up the installation/ related costs from the materials.

This could be in the form of no late fees or payment plans, but we are choosing not to advertise any options to our tenants in advance.

You are both rowing in the same direction, you are both very interested, materially, in the achieving the same outcome.* They are going to do what they can to steer you (and their money) away from bad deals.* They are going to tell you what's up - candidly. 

I used to give a $$$ credit each year for grass seed, mulch, perennials, should tenant want to use it, covering materials only, not labor, but found most didn't do it, anyway.

I’ve checked with my contractors to make sure they have materials, so far everyone says no trouble on that front. 

you should advertise it as stocked with toilet paper and lysol!

They also get substantial discounts on materials and things like HVAC systems and roofs.
