Until then I might just try a skip tracer or a virtual assistant with access to TLOXP.

Help as an office assistant, work as a gopher for a successful agent, whatever you can get.

And if they are on assistance you may have to provide written notice also to that provider of any rent increase.the leases the tenants had prior to you buying the building are still in effect.
