They can't do it, because they're neighborhood association strictly forbids renting out rooms.It's also possible, though rare, for an individual city or county to impose extra conditions.

For example, the way NH does things,  pre TCJA it was more expensive for a high income tax individual to pay out profits as a dividend from their SCorp, than it was to just pay the employment taxes and pay it out as wages.
