The work took one week to paint the whole interior except living room and hall way, fix some concrete on the porch, landscape, and a ton of miscellaneous items inside the house.

If you live in a unit, you can borrow against your equity more easily than if you do not. 

There's a tenant living in it and he's been there for 3years.

The intent it to completely rebuild these units (200+ people living in these townhomes). 

How do you know if you'll be legally allowed to convert a detached garage into living space or create any other type of square footage increase: attached garage conversion, basement or attic conversion, ADU, etc.
