After that, I'd refinance and either rent it out or sell/1031 to get into my next property after that that will hopefully cashflow, or I'd rinse and repeat since I have one small rehab under my belt at that point.

I'd say it is a solid B class location 5 min driving to home depot, whole foods, publix, LA Fitness. 12 min driving to Surfside beach and Bal Harbor.

Moreover, if the HOA goes up again next year, your loss is only going to get bigger.If you can sell your home for more than what you paid for it and you're not taking a loss, I'd consider selling it if I were in your shoes.
