Should have mentioned that hud has accepted our bid and know asking for earnest money deposit in order to generate a contract.Do the listing agent need to physically have the EMD to generate contract?

From my understanding HUD has a formula they use, where they will accept offers that net them a certain percent of the asking price after the realtor fees are removed.

If they weren't prohibiting conventional loans they may be trying to steer a purchase to a homeowner especially if they have a stated period where only loans from homeowners will be accepted.
