I have researched the property and from what I can find, the owner died 4 years ago.

I realize down the road letting if I am trying to simply pay mortgages off the ROE  is no longer a useful gauge. 

Although max rent maybe $2k they may only give $1k on the tenant's behalf, the tenant would pay the difference in your case $300-$400 it depends on their specific case.
