Rental income is one of the items that is included in world wide income.The good thing about rentals is that it does need to be included in your net income but it may not necessarily add on to your tax burden.Consult with a tax professional if you have any questions.

There will not be a wide range on what each bank is offering, it is going to be more based on what the current market dictates. 

No regulations, etc.The rules in the various cities in San Diego vary widely and is too complex for a short response so I will only cover the city of San Diego. 

And to make sure hot inflation is vanquished, they'll hold the rate for an extended period of time (large consensus saying 5% Fed Funds rate) and hopefully the median income closes the gap with median home prices since there is currently a major disparity.
