Maybe they have maintenance planned in the area and can remove it.There is no reliable medical evidence that electrical equipment creates health concerns in the surrounding area.  

If it's your property, tell them to either remove it or clean it off.

I just spoke with them and they refuse to reschedule and will remove the locks that day.

MFs sometimes require extra costs (lawn care and snow removal) Also, depending on how the water meter is you might have an issue with too much use and not knowing who to blame.I would suggest looking at:Single Family vs.

In general you can not get someone to sign an agreement to remove you from liability for an unsafe home.
