If the Property was built before1978, paint mitigation must be in compliance with EPA’s Renovation, Repair, and Painting Rule and HUD’s lead-based paint regulations regarding paint mitigation at 24 CFR 200.810(c).

It's another unneeded layer of "taxation" and "regulation" that we don't want to deal with.

Also learned Iowa doesn't have any regulations on acceptable mold levels.

If that's the case you need ot see if there is a provision in your lease that requires they follow all local codes and regulations in which case the city's requirement should be enough for you to pressure them to do it.
