In PA, assessed value has to be multiplied by a leveling factor set by the PA Department of Revenue to even be in the ballpark of what the market price is, so in most cases just ignore those for the purpose of setting a property value.

There is an "open permit" on the deck, and my lawyer said I need to have the deck inspected post closing by the building department, who would then tell me if it was built to code, and if so, issue a certificate of occupancy.

contact your local department of real estate at the state level run over your business plan exactly how your doing it and see if a licesne is required.. if so get a licensed person on your team 2. find transactional money so you can close on the deals then resell. you don't want to be making cash offers when in fact you have no cash to close.. this will lead to deals dying and very upset sellers.and remember real estate is a long game a very long game... markets ebb and flow.. and what your doing today you probably won't be doing in 24 months.. what I see pretty significant wipe out rate .. and those that can rise up and actually make a living or do very well.. have gotten money together.. and are very very good at sales.now of course there will be others that will tell you all the ways to protect yourself   IE weseal clauses .. equitable interests etc etc.. but do you really want to go down that road for long term success..
