DSCR requires "No employment" or job seasoning and is 15% for single family and 20% for 2-4 units.

The tricky one is the rent to income ratio and how it is related to the median family income.I did note that at lease one other poster was advised to always use the low barrier screening criteria to avoid potential lawsuits. 

There is no obligation of a Sec 8 administrator to approve rent levels above the FMR formula or even below it, they may consider housing inventories and the property being appropriate for the family.
