If not, I was going to repaint anyway.Probably won't do this with the duplex I'm rehabbing since it will be freshly, professionally skim coated and painted for the next tenant.

Usually I will make repairs or replace but I have one tenant that whines about EVERYTHING-- most recently his oven isn't baking evenly--  he can pay for this one.However, when I upgrade a unit i buy new "scratch and dent" appliances usually with very minor damage for my tenants to use (without warranty)

If I drive by a house with a freshly rehabbed exterior I would make the assumption that the interior is in similar shape and value it using the Good condition sales.
