I think in some areas there will be no STRs available for lottery after accommodating the "good" STR owners.Del Mar passed very stringent non-STR regulations but the coastal commission required that they be eased slightly.In general, San Diego climate is anti- STR and to plan for STRs is a higher risk plan. 

And our multi by and large is managed by a very few local multi management companies.. oOut in these areas as much as 50% of all SFR's are rentals.. and there are literally 100's and probably thousands of little mom and pops that take on management without licenses.

I got one quote from an online insurer and it was crazy high even for coastal Florida.
