But, if they simply say it was an omission by mistake, and they agree to the action taken, it will stand.Most small boards have volunteer members and maybe one executive director who is really in charge of the day to day matters.

The fellow volunteered to do it free, and I appreciate that, but I don't know him and feel I should at least offer. i don't want to either insult or over pay.

First, "first responder" is a misnomer here...while this certainly does include firefighters and police officers who had a job to be on the scene, it also includes the up-to 60,000 people who spent days/weeks/months volunteering at the site of their own goodwill and public service.

Have you considered volunteering in your field of interest so that you can build experience (sounds like you are unable to currently find work in your field)?
