One thing I have thought on a similar project is have the seller carry the land (assuming it has been published for a year or so), with a contingency of you putting money in subdividing the lot then selling each lot one year at a time, after the first year of subdividing and paperworks, etc.

Fannie Mae published the 'rules' for how banks sell to them in their Selling Guide.

@J Scotthas a published book on estimating rehab costs that I've heard very positive reviews on might want to check that outBut to answer your question yeah you will want to get the house under contract otherwise you'll be wasting everyone's time.

Do a google search for the property address and "foreclosure notice"; try to find a newspaper notice published with the sheriff's sale auction date.Starting from the first missed mortgage payment, the bank can start the foreclosure process.  

Zillow simply pulls the data from municipalities and publishes it on their site.
