Talk about lacking context to stir the pot!

It's always broke-as-hell wannabes without a pot to piss in, barely anything to piss with, supposedly talking about zero-down-investing but really talking about zero-money-investing.

From a financial standpoint, I know I should do the least possible and hope they leave voluntarily.

Again, I don't know if a California judge would agree with you.I'm personally not going to use pot but when it becomes legal in my state, my only concern will be to restrict smoking in the units and I will strictly enforce that.

They have to buy pots when they get here. good luck.

This could include checking on pipes to make sure they haven't frozen in sub-zero temps, walking the property to make sure the cleaner is doing their job correctly, running a package over in-between guests, or running an item over to a guest that may have ended up not working after their arrival...like a coffee pot.

I had long suspected that they smoked pot in their unit (can't hide that smell) but didn't have any concrete proof.  

Other than that, I'd just try a potted plant/topiary next to the door- a fake one is probably fine.

With a new location it's pot luck and it can go boom in sales or bust.  

He has apparently moved before receiving any order from the Landlord Tenant Board (the court here) and so in that sense is going voluntarily.
