He divided the rehab into milestones (painting, plumbing ) and as each milestone was completed he would pay them a portion of what they were owed on the project, further incentivising them to complete the work.

To ensure that you do have enough time, you need to run a critical path and pre-construction budget to figure out the steps, milestones and costs associated with securing a fully permitted project.Once and if you get to that point, your land contract should take all of the above into consideration and dictate the amount of money the land seller will want in the way of earnest money while you go through the zoning and permitting "dance".This gets tricky because you and the seller will have the exact opposite goals.

Third, if it takes you 10 years to get $13k/month, you're in the wrong market...and you're doing it wrong.What you need to do is define a more detailed set of financial goals, that involve specific income to pay off your total personal debt (profits) and your monthly bills (cash flow), and break them down to a series of "measurable milestones".
