EPA is much more "sticky" than the other areas you mentioned- as you move further from Silicon Valley/The City (Dublin, Livermore, Lathrop, Stockton, etc) areas are seeing massive amounts of new builds and are very dependent on a few large employers/industries.

Prices skyrocketed from massive government actions and those actions first stimulated demand and later de-stimulated supply.People are not buying because they have more knowledge now...it's actually the opposite, transactions are at record lows.

Mortgage lenders have to sell these loans on the secondary market to avoid massive interest charges to their short term (warehouse) lines of credit, and allow for the liquidity needed to continue lending to the next guy... its kind of just how their world continues to go around. its rare these types of things happen, but it does happen.
