Can an HOA limit only 1 homesowner from adding gardens or mulch areas - no one else is affected by this demand.I recently requested to the HOA to replace a area between 2 mulch areas with a ground cover as the grass is either dead or very thin.

for instance I am building 23 homes this year in Gresham ( not the garden spot of the PDX metro area) but this is far east Gresham out off of Oreint and 282nd.. and between cost of developing the land and building permits..this total about 75k before we even buy the dirt pay for financing and go vertical...

There are still some deals to be had in Garden Acres (which isn't really SE...) for instance, and that particular neighborhood is within walking distance of the College Mall and the new Whole Foods grocery.In any case, good luck!
