@James Channing if the grading includes moving soil away from the building because it is touching the sill plate (bottom of the exterior wall), then I would do the grading before the fumigation. 

I believe market can support ARV of 385k now if the interior is up to par with modern standards and exterior looks clean. 

But, I like having all of the exterior maintenance taken care of. 

I knew the condo association was reviewing bids  for an upcoming exterior paint job and repairing rotted wood.
