Where I am, roots are nothing, you will maybe get a seller to do a hydrojet to make sure there are no breaks underneath.In no way would you be entitled to a new sewer line for roots, you would need identified breaks in the line where sewage was escaping.

OP Google Dwags security systems for houses.. only way to keep folks out.Also as @Drew Sygit Drew suggests in D class or deep hood areas which is what your describing no one puts in mechanicals until the day the tenant moves in or MAYBE the day before ..
