Some lenders have fixed costs, but most will go through an Appraisal Management Company for bids.

I've seen people pay more than market value for a property, seen 2 people bid against each other and pay more than market value. 

My rehab budget is 50k but after getting bids, it’ll more like 88k.

You bid land value.

It's good I would not have another competition.In one house that I try to bid today they have 35 offers, do not bid in CA, people has too much money in the bank here lol

Most decent sized site contractors will be bidding from the same sources.
