You'd be surprised that some secured cards will still deny your application.Also another trick you can try is to be added as an authorized user on a credit card with family member or someone that will trust you.

As unpleasant as it may sound, I would suggest calling the Tax authority in KY and tell them what your doing and what you need to do.

Anything you collect make sure you keep secure and have the tenant authorize you collecting and using this information to pull their information along with an authorization for you to be able to collect information from their references, such as past rental and employment.
