Very common tactic for the Fake lenders out there who do nothing but collect up front money and are just a scam / criminal enterprise. 

But I would make it clear that if he doesn't, then he is in violation of the lease and you have to take more aggressive tactics.  

Are you bringing me deals I can't get because you have some tactical advantage? 

This tactic is good because you are building a reputation with that agent to be consistent and reliable till they give you a yes, and that agent does not have the capacity yet with a big team to manage the listings and open houses. 

They Seriously want someone to stand there and take A MUG SHOT… They should really reconsider revisit their public relation tactics and take out number 1. 

Sometimes you have to be flexible on the tactics and inflexible on the goal.
