I am looking for a private lender to finance my rehab on an already owned, gutted property in a desirable neighborhood of the city (Upper Lawrenceville): demo complete, structural engineer sign-off, architect-approved design to move the stairs (which is not a small deal in Pittsburgh), and city permit.

I understand that a lot more goes into the equation but lets assume everything was done correctly ie: structural engineer inspected the property- repairs were done by a reputable company with a long term warranty etc.I'm basically asking do people fear foundation problems so much that they turn away from your properties regardless of how well the work was done/or what experts inspected it?

While I have not heard the term 'paper lot,' I'll take a shot at it.The subdivision has been engineered, drawn, surveyed, approved by the municipality, filed with all offices (D.O.T., county surveyor, water district, etc. but no work has been done in the field.

a) Keep the carpet until it is done. b) consider using engineered wood instead of LVP...yes it's a little bit more $$ but adds a lot of class and better durability.As @Lynn McGeein correctly says, LVP will absolutely allow liquids to seep through the seams and get underneath to the underlayment.
