To sell one unit you either need a legal subdivision to create either condos or fee simple 0' setback units utilizing the Planned Unit Development (or whatever it is locally) procedure...or in SF you have a very unique market in that TIC are more common ways of selling units without a subdivision.

At a minimum if you renew get a new rental application listing all residents (and banning any others, as well as giving permission for the dog that is there and only that one) You can be sure if you try to ban dogs it will suddenly become a "medically" necessary dog!
