The housing stock is older than average, and has more deferred maintenance, and I dont think it has the same "once prosperous" features in the neighborhood like other areas that have been rejuvinated (eg, old town east) ..

It has created a unique environment where skilled laborers can charge whatever they want and work whenever they want and the work ethic here is not great.

I'm not familiar with what's hot in Kentucky; but nothing about that color screams unique or attractive.

But if you read the pertinent section, once you start advertising the house features, you’re in violation of the law and they have been pursuing some of the wholesalers.

If you make that same payment towards your cash out refi, then all you did was shorten the loan lifespan, not actually lowering your monthly payments (unless you have some unique program where the mortgage will recast/readjust the monthly payments).The other thing to factor in is you had an owner occupied rate the first time around.
