I heard a podcast recently wherein the guest said he finished his rentals so that, basically, his houses were the best on the street and fetched the highest tier rent in their market. 

So essence, for her, having a bank account was unnecessary.And if you been following developments in other parts of the world, some countries have progressed beyond cash and bank accounts, and use smart phones for all transaction, such as paying for taxi rides, buying food from street vendors. 

This property is on a quiet street; the sidewalk may get 1-2 people walking across it per hour, and it's kept in good shape.

I currently have another rental property that I have had great luck with medical students renting and have an "in" on the medical students from the school down the street.

Drive the streets and become familiar with the area.

I've also seen them take issue with the attempted placement of propane tanks (only allowed so long as they are not visible from the street - that kind of stuff).If the existing restrictions don't interfere with anything you plan to do anyways, no big deal.

They kept the dumpster on regular basis in front of the house by the street which is not allowed by our village, they are destroying the house..

Finding something in greater Grove Street (PATH) area might be tough, but that's a great place to be. 

I would choose a target neighborhood in my area to invest in, and I would learn the area frontways and backways, walking the streets, taking notes, printing up a big map and making notes on it, visiting the shops and stores, eating at the restaurants, learning my way around the municipal building of the place.

Those neighborhoods seem reasonable, particularly Kingman Park with its access to H Street corridor and Anacostia riverfront.
