The key in any city is just know what areas to invest in, and which ones not to.3) Agreed there's not a big tech industry in Stockton, but there's lots of schools (including several colleges), hospitals/medical facilities, and it's also close enough that you could commute to Sacramento or the Bay Area if you wanted to.
