I think I will be posting a second question soon about form 8582 passive activity loss but I need to work through it first.Thank you all for your responses thus far,MikeMike,  As long as the expenses are the type the partner is expected to pay without reimbursement under the partnership agreement or firm policy (written or unwritten), the partner can deduct the expenses on Schedule E .
