Property taxes are high in Chicago and it is an incredibly landlord unfriendly while Cleveland has virtually no population growth, low median income and high percent of people living at the poverty level.

You are typically required to also sign a form stating that you will be living in the residence for a minimum of a year as well so people aren't taking advantage of owner occupied home rates vs the 6 percent you usually see with investment type loans.
