Some agencies have agents start as Admins in the office and that could be an option as well.

I'm not sure where or who else to ask and as I'm sure you've all found out at some point or another speaking with any State or County agency can be hit or miss with a strong emphasis on miss. 

This is after the settlement statements are issued by title agency and it has nothing to do with something being out of order with the property that would cause the buyer to delay.

Ideally, you need an agent in each state or a large independent agency that can write in multiple states.

I concur with Chrstine's approach... you could also 'soften up' the end of it by closing it with something like, "...while we don't have any available units at this time, I would recommend checking with <the name of a couple of big rental agencies in your town>.  

I understand they are trying to protect agency but this rule hurts it in my opinion as it gives sellers less options when using a licensed realtor and more and more may very well go about it without an agent when they do not want it on the MLS or signs in the yard.

Im pretty sure what is being referred to here is dual military couples.
