So if you're a house-hacker who can find a place with a basement apartment -- especially with a separate entrance -- then you can do quite well.

So if you are in a high-risk flood zone it is not a good idea to finish a basement because if the home floods (and only mother nature will know if when and how much it will flood - could never flood.)
