Fayetteville is not by any means without its economic difficulties.Another population that won't receive weighting here are those retired soldiers (and the area has tens of thousands of them) who are neither working nor seeking work, but rather are living off of their military pension. 

And similar adjustments could be made for the other two categories as well.  

I think paying the commission is worth its weight in gold.
