Where we find a drawback on this move is our lack of knowledge of the legality of the question: "Can the Investment owner  Legally ask their tenant to try to apply for the section 8 voucher?"

Especially for a rental, unless there’s structural signs of major shifting or an engineering report on recent changes to the foundation I question if you really need to spend money on that.  

My question is, if we buy this property with all cash and later, refinance with the bank, will the bank allow me to put the loan in my name only (assuming I qualify with just my income)?

This is the one question I’d add to your otherwise strong list of interview questions.- Doubling the penny every year for 5 years is really tough and really risky if it’s not your full time job.

As to the actual question, I'm not aware of any law that would force you to provide a screen door.

You are asking a basic question; is it a good idea to take a slump deal or a better one.
