I have noticed a couple bandit signs that have a phone number listed and hand written a street name and a price on the sign, when you follow the arrows it either leads you to nothing or I think maybe one of them maybe a going thru foreclosure. 

My first step would be to get on the phone with each of the utilities and see what is even feasible.Quite often you are limited by infrastructure and those limitations will cost you to improve them.

most of those areas listed don't appear to be either. and there's more screening of mortgage applicants now. people forget - it was the worst crash in 70 years.
