Maybe the data only pulls from the city limits and not the surrounding areas?

The surrounding suburbs would be ideal for fix and flips or buy and hold as well if you can get them at a discounted rate.

On a 2/1 it is probably an older house, if it has asbestos siding or vermiculite for insulation in the attic, or post & pier foundation do you care, should you care?
