i would be calling the police and then changing the locks myself since obviously the LL is a creep I read it as the dog wasn't in her apartment when she got home, but waiting for her outside.

Perhaps the best way you can help her is to review her personal and business finances and help her determine what it would take for her to qualify on her own.Furthermore, if you make such an offer and she refuses because she doesn't want you "all up in her business," that should tip you off that she's not really looking for help here.

I would chime in here that all real estate is local. 

They have a sharply limited understanding of degrees of escalating interpersonal conflict.If you judge that this woman belongs in that group, hold nothing back and put the Fear of the Landlord in her.
