In my opinion the last thing you ever want is to involve someone else.... a mediator, a judge.... but if he is not willing to play ball and perform to the standards of the contract, and the no permit thing is absolutely not performing to the standards or his licensing.... you have no other recourse.

Well the wholesaler is trying to make his skim/margin so you don't know how much he's giving the seller.If your offer is good (like cash and at price you can make money) try and send them a low-ball if there's not a lot of action - They have room to move.
