Any small bank will be able to do this loan. 

@Joe Bruck for a commercial/portfolio loan, each bank will make their own decision on this. 

The sticking point is that the bank could have an "overlay" concerning this, meaning, they may not allow it. 

The smaller banks/credit unions in Fort Worth do not seem to be willing to refinance investment properties - Colonial said that they would, but they want me to have less than 4 investment mortgages and I've got 5... 

Also, just be aware that banks will want 20%+ 6 months debt payments available in cash.

What will the bank require for you to refinance the home you just fixed up and that you are looking to keep and rent out?

To me this seems very close to traditional bank financing.

So im always searching zillow, auction.com and so on, is it just me, or are the banks starting to ask top dollar for foreclosures ?

And then tell them that the bank agreed with you too and couldn't understand the appraiser's numbers.Its worth the cost if it means paying 500 for another appraisal and you can get 15k to 20k in appraisal price when doing a cash out....But getting an appraiser to change their number on a review is almost impossible.
