Many other issues but the one you are concerned with most is the water.It sounds like they had water sitting on their property and regraded to divert water away but increased the flow to your property.They might have to fix their retaining wall or you might have to upgrade your drainage system to handle the excess water and divert away from your house.If things go south with talking with the owner you might have to get an attorney.It's best first to try to resolve it together as attorneys will cost a bunch of money and time.No legal advice
