IMO eco tax sends you the documents that will be reported, fill out to the best of your ability to understand them, and then their reps double check what you submitted, and you hope that you filled them out correctly.

Damage, to replace vinyl etc, is likely to be relatively small of 200-300 dollars.Would you fix it, and then keep the evidence to take out of their security deposit when they choose to move out, or would you confront them with the evidence, and post a bill for the amount of the work?

If the tenant is being housed by his own insurance policy then I think you would not be entitled to charge rent.
