Tenant quality will usually be better with less headaches for the investment.Even in warm belt states there are really bad areas with crummy tenants and PM companies so you have to be very careful.

See link above,  it may help to figure out future taxes.You have to be careful how far out you go with comps in Cleveland, make sure your comps are coming from a small radius, I would go out a half mile - a mile max.

Not sure what you mean by too early.I’d still buy pre-foreclosure if a seller contacted me; we just don’t target market for those anymore.what I mean is 99.5% of people are still in major denial.. and so trying to spend a ton of time dealing with them at the substitute trustee stage will be fruitless.people in this situation in my humble experience only get serious the day before they lose it or 2 days before.we never even contacted them until 5 days before auction.. and the reason we KILLED it is we had little competition.. most need loans to buy we did not.. most rely on attorney or title company for the transfer we did not we did it ourself..

I think a cash out refi can be a good idea IF you carefully analyze the deal to make sure you can cover everything in the worst case scenario.

not to slow down your enthusiasm.. however wholesaler is an advanced strategy and is pretty darn tough for some one just beginning.also many parts of the country its not like 10 years ago.. deals are scarce and competition fierce..just be careful not to put your self in a hole thinking this  is as easy as sending out a few thousand mail pieces..
