Buying HUD home with tons of extenuating circumstances

Like I said there is genuine intent to move, but without them publishing an extenuating circumstances list it could be hard to make the decision to say "oh jeeze I want to trap myself here for a year, unable to help members of my family who are struggling with rent" or "aw man my mom needs help with her medicine but HUD told me no" if taking in an additional family member is not a valid reason to move out of a homepath/HUD property.

But it's very true as well, even during high inflation, since default mortgage in US is 30 years fixed, this forces many people not to sell their homes (aka they trapped into their own low interest rate mortgage) thus not too many houses are being released into the market (for example: market supply in Feb 2023 is very different than market supply in 2022), this action itself causes very strange phenomena:where home price is going up during high interest rate, becoz, the supply has been limited so much that seller doesn't want to sell.
